1.1 INTRODUCTION
International Paramedical Institute And International School of Midwifery  – Maya seeks to train professionals in various fields of health at a Diploma and certificate level. Health education that the founder intends to venture into has been given priority as a means of preservation of human health and keeping its sanctity. Consequently, the project will be situated in Maya Village, Nsangi Sub-county, Busiro County, and Wakiso District.
1.1.1 BACKGROUND TO THE PROJECT
The institute aforementioned above, whose major goal is to provide high quality health with cardinal emphasis put in areas of dental education and knowledge at both local and international levels, will utilise the latest state of technology possible along with modern skills and techniques, with combination of other service providers so as to quickly gain market share.

The plan was developed after an extensive study of the external and internal environment by the proprietor one, Mr. Sseruyange Stephen Grace, which revealed limited exposure and inability to compete at international levels given the level of technology coupled with a handful of paramedical schools in Uganda with limited number of graduates that do not measure up with international standards.

The proprietor’s past experience in private practice both locally and internationally in conjunction with his forward-looking quality dental knowledge and association with partners who have over 30 years of expertise in the practice and business of dentistry will allow him to rapidly grow a large and quality student base.

Working with highly qualified dentists and tutors will allow the proprietor to learn the management styles and to foster a relationship with the student base. It will also provide with an opportunity to understand the management philosophy of the past health and general dentistry educations so as make gradual changes that do not cause dissension from the staff.

Consequently, fruits of the institute will gradually be unleashed by the end of the second academic year with highly skilled and knowledgeable professionals ready to compete worldwide.

In evaluating a location for the paramedical school, the proprietor looked at an area of growth and accessibility without enough Lab. Technicians and dentistry services to meet the needs of the people.

It was against such background therefore, that the proprietor established this plan, and IPIM therefore is set to bridge this gap by extending modern skills that are convenient and affordable to those students with a spirit and passion of dental health care that will influence the future expansion of job creation in health sector as well as supporting and complimenting the government program of compulsory study of science subjects by establishing more science institutions.

The proposed Institute is undergoing the process of registration with the Ministry of Education, Technology & Science and Sports and Allied Council and will start with dental training in certificate and diploma courses and advance to other areas in later stages and will partner with hospitals as an integrated unit with which it has signed memoranda of understanding in providing high quality health services both theoretical and practical knowledge and will develop innovation in training, research so as to improve the quality and availability of dental care and other health services in Uganda.

To enable the future and competence of our professional graduates produced through a carefully analyzed national and international curriculum to acquire knowledge and practical skills fit for global job market.

1.4 OBJECTIVES

The main objective of International Paramedical Institute is to build capacity in health sector.

1.4.1 SPECIFIC OBJECTIVES

1. To ensure provision of high balanced quality health educational services for future self-reliance of our graduates.

2. To enable the development of areas in the vicinity of the institute through self-help projects that shall be attached to the paramedical institution.

3. To provide quality educational services through health awareness for better livelihood of the graduates that shall enroll with the institute.

4. To match with both national and international health standards through provision of local and international curriculum to students at affordable school fees rates.

5. To liaise with both national and international NGOs, CBO and other faith based organizations in provision of best health educational services and practices through lobbying and partnerships.

6. To engage in qualitative and quantitative research for production of highly competent academic and science oriented human resources.

1.6. RATIONALE/JUSTIFICATION FOR SETTING UP THE INSTITUTE
The institute being set up in the semi –rural areas of Nsangi – Wakiso district aims at delivering educational services to the community as the first beneficiaries to match with the dynamic needs of health in Modern Uganda, Africa and the World at large.
The institution is also set up on firm grounds of delivering the best health education while focusing on hands on practical experience gained from the practicum sites that the students shall be attached for better knowledge and expertise acquisition.

1.7 CURRICULUM AND CRITERIA FOR ADMISSION TO THE INSTITUTE
International Paramedical Institute (IPI) – Maya, intends to first concentrate on local curriculum provided in Uganda under strict guidance from National Council of Higher education (NCHE) in the first 5 years of commencement. As the institute grows gradually, more courses will be added and also international curriculum brought on board.
The students targeted in the institute are those who attain the UCE and UACE certificates issued by Uganda National Examinations Board. However, students that claim to have attained UACE level status will always be verified by National Council for Higher Education (NCHE) after presentation of their original documents.
For the case of international students from outside Uganda especially Tanzania, Kenya, South Sudan, Democratic Republic of Congo, Somalia, Rwanda and Burundi, their papers shall be first equated by The Uganda National Examinations Board- UNEB, and consequently, letters of Verification of Results issued to that effect.

1.7.1 The following will be the criteria for selection of students to be admitted or enrolled to the institute.

1) The minimum entry requirement for the above diploma courses shall be 2 principle passes obtained at advanced level.
2) Eligible students to be enrolled are those that shall have offered science combinations. That is to say, PEM, BCM, PCB, BAG, BAC, BFN, BCFN and BCA.
3) The courses shall take duration of 3 years at the institute including the practicum exercise.
4) The criteria followed for selection will depend on the scores a student obtains in the 2 principal passes. And for that matter the table below serves to explain the concept.

1.9 SOURCE OF FUNDING / FUNDING PARTNERS

The finances for the IPI institute include personal contributions, the operating budget, the capital plan, and the fundraising efforts necessary to support programs and facilities. In addition, the school will require an investment of development partners and private investor’s funds, both to assist in operations prior to the time when the school becomes self-sustaining and to provide financing for facilities necessary to support the instructional and research programs.
The school’s operating budget plan has been developed in distinct phases, each with unique circumstances and required investments as described below.
